I pour in 6 qts with new filter, drive a few miles, check the level the next day and re-mark the stick if needed.
Then I don't have to worry about how far out of the block the tube is sitting.

Vacuum to the "flappers" on the factory air cleaner is taken from the #1 runner on the intake. It has NOTHING to do with the TCS system.

Engine Production Log 7-26-66 shows that 190 XS engines was built for 1966.
