I saved this piece of sidewall way back in the eighties. If I remember correctly, it had a thin white stripe on the other side, and for sure it was on an early 14 x 6 Rally II.

Yes, these flanges will allow more clearance if that's an issue.

I checked out some big main bearing blocks and found two '69 2-bolt cap 428's with three of these bosses. I didn't find any 71-74 455 blocks with this feature, but I don't have a 70 455 to check.

I think this is someone's creative way to remove the VIN without leaving any sign that there was ever one on it.

Looks to me it could be done by someone with some skills and some time with a die...
