Most likely the carb fuel bowl is going low or empty.

"Bog" would be a transition issue going quickly to full throttle.

If it takes off fine going to WOT pulls hard then has issues at high...

I've always used a short piece of heater hose for that.

What fits the pipe has to be stretched on the filter. Not too bad with fresh warm hose and a little lube.

looking at your pic, it looks as if someone removed the actual snorkel piece off the air cleaner for some reason. these were just spot welded in so might need to locate another snorkel or new air...
