I too haven't ever heard or read that stronger spot welds item before either. It'd be cool to see some factory issue paperwork on that.

The 1972 (& '73) valance and spoiler diagrams will show incorrect hardware for '70 & '71 since '72's used a plastic valance and didn't require the "standoff" tubing pieces.

Here's another vote that the fender in question is a service replacement Firebird part for 1970 and 1972 applications. The square holes in front of each hood hinge bolt location is the dead giveaway.
