Door Weatherstrip Retaining Clip or Window Lace Retaining Clip

The pictures I just sent to Dataway shows a retaining clip that the roof rail weatherstrip is sitting in that spot. Is this correct or is that supposed to be for the upper window lace on the inside?

I have the exact same issue with my car. So far the only solution that I'm going to use for now is to put weatherstrip wide enough to fill the gap around the area between the duct and AC Heater Box...
