Aren't they 15" heavy duty drums used on Police or Ambulance type vehicles? So you have to use 15" wheels with them.

Just a thought.

This is a picture of a Pontiac heavy duty drum from a discussion several years ago, compared to the picture above. The fins on the one in the older picture appear to be larger, but I'm not an expert - could they have been ground off?

I'd be willing to bet the fins have been trimmed off. Got any pics of the fins themselves?
