I would also check the hose going from the radiator to the overflow tank. Make sure it’s not collapsed or full of junk. Same goes for the tank. It all needs to be free flowing.

You mentioned the nuts are new. What nuts are you using? If these are aftermarket poly locks then don’t torque them to 15 ft lbs! Only factory style nuts get torqued.

That pilot bushing you posted (the smaller diameter one) I believe is for a Chevy. The correct Pontiac bushing diameter should be around 1.378”.

Have you considered going with a bigger cam? A 455 with 6x-4 heads is most likely between 9 and 10:1 compression. Going with a RAIV size cam would definitely help the situation.
