Chev carbs don't have this - which is probably why...

The exceptions are:
1971 400/st & 455HO
1973-74 SD455
I have several, but only 750cfm Pontiac applications.

Yes, the spoiler will cover up the holes from the trunk bird.

If you are going this route, I suggest you goop something to close the holes off... just incase.
