Mine is on the transmission tunnel to the right of the shifter - I need to get the to shifter as soon as I let go - since I dont have an air shifter. I do the 1-2 shift very quickly after I leave.

I'd heard 1000 rpm under converter stall speed. I got a new converter, did exactly that (4800), and put my car on the rear bumper for the first time. Hope you have better results.
