I don’t think a rear speaker got a cover like that until ‘72. I think all ‘70-‘71 custom trim cars and base trim cars with a rear speaker option got the mesh package tray.

Thanks for all the answers! Not so sure about the snow. This car is a one-family-owned car built in Baltimore and delivered new in Norfolk, VA. Not the snowiest climate.
