Most inline brake boosters have a return spring inside, which might be broken. Not sure if your model does. Need to find an exploded view & check.

Sounds like one of the LED lamps has developed an internal fault & is drawing excessive current, which is blowing the fuse. Remove the LED lamps one at a time to see if it fixes the problem.

Does this carb have a large brass screw, front centre? If so, it is for idle speed. It controls AIR & acts like an air leak. Screw in to reduce idle rpm.
