It's just a vacuum fitting with 2 ports. It was for the EGR and EFE valves, both of which you don't need to use, unless you just want to. So you could cap it off. Probably the only way to get one...

As 78w72 said, I doubt you'll find a 10 ohm speaker at Best Buy. They're obsolete speakers. But another place to find 10 ohm speakers is www.turnswitch.com .

What speakers are you using? You must use original type 10 ohm speakers with the old original factory radios. I've read that using modern 4 ohm speakers will heat up and damage an original radio.

Personally, I'd use 255-50-17's. They are the same height/diameter and width of 255-60-15's, so they would fit exactly the same, which I know fit and look perfect on a car with factory height...
