Torker Intake why was the ? ?

Just came across an old Pontiac Torker Intake and the front part of it that contains the thermostat sawed off and placed beside it ..
Was this an old school trick of some sort and why?

Could someone identify the part in the 2 pics.. Had a '75 Firebird 400 many years ago
