Looks like my 1st gen was previously fitted with shackle bushings and bolts from a 2nd gen. The second gen bushings (and thus bolts) are longer.... Solution is to buy at least new bolts for 1st gen.

Leaf spring shackle plate to bushing gap: shim with shoulder washers?

Replacing the leaf springs on my '68 with some new ones from Eaton/Detroit Spring. Chose some new polyurethane bushings. Supposed to be stock replacement....

@FormulaJones, that's what I was expecting too. So it's been a puzzle why it has such problems. The advanced cam timing is the what I'm left with at this point.
