64 and 65 421 Blocks all seem to have the "flat" across the passenger side of the block.
I have seen quite a few of the 66 blocks with the scalloped block. More trivia.

Hard to say, but not that hard to change casting identification at the foundry
on parts cast. They did that deal every year on the cylinder heads.

New interesting history for the Pontiac...
