Supposedly a good application or two of Easy-Off oven cleaner removes the old clear coating.

Then you neutralize it ,

It might be worth the upcharge if it was actual colored vinyl - in correct shade.
Last I heard they spray dyed anything other than black.

Dashcaps were a great invention but wouldn't be up to...

Easier than the pits in the axle housing to repair.

Or , spend the 4 figures on a replacement.
