Disconnected EGR requires richer lowspeed circuit.
No EGR also requires less ignition vacuum advance. Aim for 16°-20° instead of...

I would: 1. Check inlet valve for correct style...

I would:
1. Check inlet valve for correct style and size.
2. Check float settings.
3. Open idle tubes to .034".
4. Open idle needle holes to .075".
