Update: had to loosen the bottom of the outer...

Update: had to loosen the bottom of the outer fender and remove the inner fender to get access. Surprise....there were holes in the frame, not dimples. Self tapping screws went right in! Snaking...

Your pix are a huge help. Now I know where to look. The screws that are with the old bracket are clearly self tapping. If holes don't exist, I'm hoping there's at least dimples where they are...
