Yup, that works, just have to take into account the amount of added fluid for filter(s) and lines. It might be slightly complicated to calculate if you don't have anti-drainback with the filter...

Yes, I'm in Virginia. The ones I see for sale are good ones, and even some of those don't have the studs in them.

New ones do have the studs but are more cost to eat just for the studs.
