I think anyone at anytime can be human and look right past something that they look at many times. I'm sure the focus when this motor was being gone over again was on machining, bearings, seals, etc....

I think it possibly looks like it's moving because it's spinning around with the cam. Wonder if it's something that's magnetized and stuck to the cam back there.

I've built and ran a lot of these motors over the years and I'm confident the bushing on the dist did not get damaged by the oil pickup issue. Other parts in the motor would have ceased up and killed...
