I'm going to say that has the clear film. Not that it's easy to tell other than I can see scratches and scuffs in the decal, but they do not affect the lettering.

I have seen the emissions decal on both sides in photos on the web, but mostly on the driver's side. I think I like it better on that side, so I'll probably move it when I paint the radiator support...

I agree with necdb3. My 72 has the small hook that goes into the slot in the bumper. Also, my jack base and jack mechanism are blue. That jack reminds of the one I had with my 62 Grand Prix.
