My machine shop said this is common with lifters. Sad to say but certain items you can not take chances with. Roller rocker ratio's are not perfect either.
Seems everything for an engine needs to be measured and checked twice. I just bought 2 set's of main bearings to get the clearance in the specs I like.
The rod bearings I was able to switch the tight journal for a loose journal and get them with in specs. It is a ton of work building am engine, I feel your pain,
