When the car tends to die, the plunger pushes out against the carb lever to kick up the idle.
Works as designed.

Where does the vacuum hose plug into? The back of the carb center port block, or the stud port?
How should it be adjusted? So the screw is touching the throttle arm with the engine off, choke high idle cam off?
