I went through my 69 PHS collection and I have about 40 buildsheets. Did a bit of a study:

Atlanta: I have no buildsheets
Baltimore: no tire code in box 74, but they print the tire description in box 106
Framingham: tire code in 74 and tire description in box 106
Pontiac: I have no buildsheets
Arlington: tire code in box 74, blank in box 106
Fremont: same as Arlington

Tire codes (box 74): G78 red (standard GTO tire): PA or PG
G78 white (no charge GTO option): PB
G78 red fiberglass option: no example
G78 white fiberglass option: PC
G70 black (standard Judge): NG (one example NE)
G70 red optional: NB
G70 white optional: NE

Remember that the PHS will show all the above tire options except PB since it was a no charge option on regular GTO. The only way to know if a regular GTO without an option on the PHS for tires was red or white is by the buildsheet.
G78 tires were not offered on Judges and the black G70 was not offered on regular GTO.
