First go to the backside of the bumper and see if you have rust under the lip of rubber. I clean it, blast it , pick up the rubber a bit, and then use metal ready, or fast etch or soak with vinegar. dry it after an hour, rinse with dx330 wax and grease remover, then once dry, use POR15 on the rusted metal. On the front you may have to cut out a section. Do the same repair, then use some 3m easy sand repair on it and finish like bondo.
Of Course, after its ready, I ONLY recommend SPI for primer.
