It sounds like you're doing everything correctly. I've restored hundreds of Tripowers with aluminum lines. I've had very few leaks. You didn't mention if all fitting leak, or if only one or two. If it is only one or two, likely the brass inverted flare seat is damaged.

Once the lines have been overtightened, with the flares flattened, the copper washers that Tom S mentioned do the trick. You said yours are new, however. The double flares have quite good ability to seal, even with misalignment.

You didn't mention if you're using stainless steel lines. The ones from Inline Tube are not bent correctly to fit. They are next to impossible to stop leaks. The factory used only aluminum and a small percentage used steel lines.
