You may be exactly right.
Could be he had previous eBay experience and started a new name/account when he got approved for an eBay Store.
You use to have to earn the right to open an eBay Store.
A lot of perks are given to them, and there were pre-requirements.
I doubt they just started letting new people open Stores - all of a sudden.
