Default starting a Olds 350 in 77 Lemans, that has been sitting.

My son has a 77 Lemans that he is working on getting started. It has sat for 20 years. So we currently have had the Q jet rebuilt. fresh oil and filter, new cap, rotor, coil plugs and wires. brand new fuel tank and pump. the lines have been cleaned. new battery. She turns over but will not start. She is getting fuel and Spark. She is all stock.
She sounds like she wants to but won't. I haven't messed with the distributor, I have checked the control module and that is good.
What am I missing?
Anyone know if the 77 Olds motors have the nylon timing gear teeth? Next try is working with the dist. to see if she will run. How far should I turn it? Is their a way to determine if she possibly jumped teeth on the timing chain.
