Default 67 Dual Gate Issue

Working on my dads 67 and have been trying to remedy this issue for 3 days.
Th400 trans and factory dual gate shifter. Car was originally a stick car.

I had a cable that came from Year One and never could get the detents/adjustments to line up.
Bought a new cable from The Parts Place listed for the Dual Gate. Cable was about 1/4 inch shorter but same issue after install.

Dimension on bracket on trans pan to shift pin set to factory dim. of 7.260.

Problem is when trans is in reverse shifter is in Neutral.
When Trans is in Neutral Shifter is in D
Trans in Second, Shifter in first.
No way to put shifter in low.

I see no adjustments on the shifter itself.
What am I missing?
