Correct belt placement can be found in the Fisher Body Manual. There is also a sequence for stacking multiple belts under the same mounting bolt. The metal tips are bent at different angles to insure a flat surface when installing. Especially important for front bench models with shoulder belts that have three belts on each tunnel mount.
