Nothing wrong with putting in the best jetting for your California AIR application in the carb, as it was very common to vary the jet sizes 1 size up or down depending on the actual location where the car was driven. A given jet from Holley or Rochester was based on an average calibration over several locations. It was 10 years later when the California Air Resources Board (CARB) required road load dyno testing.
