Ugh, that does sound bad.

When you say the fluid looks low, you mean like not registering on the dipstick low? Foamy usually indicates air in the system.

Here is how I do mine.

Make sure the proper fluid level is met.
Remove cap
Start up engine
Turn wheel while running - hold at stop and rev to 2500. (careful, the cap is off) This this on one side then to the other.
Do this 3x
Center when done
Shut off engine

Recheck fluid.
