I just looked it up in the MPC (nov 69)

Lower baffle is actually called (Baffle, front panel to sheet metal) and it lists it for 6cyl with AC and all V8. Pn. 9796251

Interestingly there is another number for the baffle for Ram Air cars (9798498). It is almost 4 times the price and I suspect they meant to say The Trans Am, it probably included the air dam.

I also looked up the upper baffles (officially called: Filler, cross brace). Pn is 9794808-9 for RH &LH).
It shows application as being all AC and all 400.

My experience is that cooling baffles, shrouds etc always had murky application rules. I suspect the application criteria changed during the model year as additional testing altered the need for their use.
