Wh y not take both wires off starter, R & S terminals and run 1 temp wire to the S terminal, if it stays engaged, one would think there is a Mechanical
Problem and not electrical. Whether it be in the starter or the drive engagement, not sure but worth the try. Or use somebody else starter and try.
