In the early 70's, Pontiac was flooded with fresh built but unshippable Grandvilles which were being built at line speed without the right rear tail light lens which were unavailable in the supply line. As always, any decision like this hangs on the Plant Manager who said build em and park em.
This kind of over supply might be another explanation for lost / hidden cars at plants.
