Really has nothing to do with the car itself.
When dealers elected to be a part of an advertising pool in their area with other PMD dealers - they were charged a set amount per vehicle sold.
Some areas were $5 per car , some $10 , some $15 - just depended on the area and amount/cost of advertising.
Whether it was a no-option Tempest, or loaded Bonne Vert, same fee per car.
Not all dealers were on these programs.

Not all cars were special orders, so I assumed Pontiac would build some heavily optioned cars to put in the dealers showroom to showcase the options. I would also assume they'd build some low optioned cars because that's all some could afford. Would you assume cars like these would be an ADV. ASSN. COL car?
