Pretty sure you can remove the glove box liner, and reach up there to remove the stamped self tapping nuts. I don't believe the panel is fastened any other way, but be careful removing it, especially since the dash is brittle from age.

I suggest a service manual, and a body service manual. Those two references are priceless.
