First I would determine what kind of paint is on the car. If you can find an inconspicuous part rub it with some compound or heavy polish. If you get color on your rag, you have lacquer, enamel, or maybe some waterborne paint. GM was experimenting with paint in this era. If you get nothing or just a haze, then you have clearcoat. Use the applicable product for the kind of paint.

If it is NOT clearcoat I would soak it in Meguires #7 and let is sit overnight. Either kind of paint I would finish it off with an orbital buffer to keep the swirl marks out.
