The geometry for that TV cable is WAY different than my setup (with the Q-Jet). My guess is that the TV signal is telling it to hold 1st.
Have you tried manually shifting it at WOT?
Most 200 4Rs (like in the Monte Carlo SS) came with a valve body with an automatic 1-2 shift at bout 5000 RPM no matter what the TV setting or shifter position. If it's in 1-2-3 or D, it will shift at 5000RMP. Have you hit that yet?
