Evidently they are called "pierce nuts" and are pressed in at assembly (according to some posts on a Chevelle forum). They look like this pic, tho I have not been able to find any in a 3/8 - 16 thread. I should mention that I do not know if my fenders are OEM, I learned the hard way the man who did the original resto took some different paths than I might have chosen, so please confirm thread size on the 67.
