The stock, NON WU3 base IS indeed clocked correctly for a shaker car ( T/A) .
No Tabs though. I helped a friend do this a few years ago. On a similar note;
I remember sending and selling my 1970 and 71 Dual snorkel bases to a guy in Washington State ( Think he was a border hopper at Point Roberts) to have them converted to a Ram Air style base. His place was called TACH-REV I believe.
I still have one of the conversions.
But back to the question. Your idea should work fine with the ring and or tabs.
WU3 bases ( air intakes) are NOT clocked the same as the other bases . They also use their own vent air tube.
