ok. then it doesnt use the 1981 CCC system & will be a little easier for you to tune.
the carb is probably "correct" but reman'd carbs are notorious for crappy work & cheap parts & depending when it was bought probably doesnt have ethanol resistant parts. should be easy to rebuild it with the correct kit from cliff ruggles or can send it to any reputable carb rebuilder. theres a member on here that has a carb rebuild business, forgot his name at the moment.
also, looking at the carb pics, it looks like the choke flap isnt open all the way. unless that pic was with the engine cold, it should be open all the way... is the 12v wire connected to the choke? & can you test the wire with the key on for 12v or at least with a test light to see if it lights up?
