I'd solve this by asking a few questions about the assumptions. This purports to be an actual PHS (or equivalent)

1) were 15" rally IIs ever offered on GTO in 1969? No
2) Could this car have had a dealer-installed change of wheels? If dealer installed 15's as customer request, would they be on a PHS? No
3) Does code N98 exist for GTOs in 1969? Can't find reference to it. Appears as Dealer Installed Ski rack in 1971
4) With a computer-printed version of this document, could it be easily altered? Yes

If it were me attempt to validate such a claim, I'd go to the source directly versus relying on a printed document of unknown origin.
