They say its had some paintwork touch-up here and there

Worst thing i see is the fender extractor screen is RED - that yells repaint on the whole car usually. Those stay Black regardless color of the car.
It needs close examining but i wouldn't expect it to be an original paint / original decal car.
Which isn't a deal breaker - but also not creme de la creme on a 32k mile car.

No real dire need for PHS , these cars document themselves via VIN and Cowl Tag and cross-reference stamped Codes/VIN's on drivetrain.
Should hopefully have all the original paperworks from original purchaser.
Should be a buildsheet in one of the back seat cushions too

It looks like the console and radio and Eagle were about the only options.
There was also just a "radio accomadation" package back then.
I'm not fluent on 77's but the 15x7 Flakes may have been a no-cost alternate against Rally2.
Compact spare was sometimes a no-cost alternate against full-size spare.

i think it will see at least mid-20's on the eBay auction.
This auction could be your best chance at a better price - as a bidder.
Could also be your worst scenario as a buyer if it starts going nuclear at the end with a couple heavy hot bidders.
Would just ride it out and see where it lands - unless you really really love that color package.
In that case - you need to go ASAP and make your judgements
