Generally speaking, they're
supposed to be black. But that doesn't mean they actually were, because different plants.
If you study 428ho4spd's pics (amazing car btw) you'll see that Fremont CA used body color.
And here's an assembly line photo showing black.
(based on the overspray, I believe it's Pontiac MI)
