In stock form 67 is better because;
1. 400 inches.
2. Better heads with the valve angle = larger valves.
3. Q jet carb and manifold- great for mileage, road racing, better fuel distribution.
4. Disc brakes, dual master cylinder.
5. collapsible steering column.
6. THM 400, although a ST300 can run just as fast if you put a shift kit in it and a switch pitch converter from a Buick or Oldsmobile ST300, for some terrible reason Pontiac division didn't get a switch pitch in their ST300.

Aesthetics
The 66 has a better front grille, also has a better taillight and the molding on the edge of the trunk flows upward and downward on the flanked fender ends.

The 67 has a better side profile, and while it's almost identical to the 66, the 67 has rocker and door molding that emphasize the coke bottle flanks making it look leaner not quite as fat on the sides.

I remember going down to the dealer to get a look at the "new" 66's and thinking "NO"! you guys are making this car too big and heavy compared with the 64-65 !
