They may or may not be the same screw to start with. Each PN bolt/screw/nut/washer/clip/etc. is built to a certain criteria. Those specifications are related to head size, built-in washer?, size, grade, corrosion resistance, shear strength, etc. So, they may start out as the same, but plating makes it different. And, different platings offer different corrosion resistances.
