Looks like a McGanzer Flange splitter. Place the Flange stem in the hole and use the blade to split it.

Is that a pick-up tube sticking out?

It's a carburetor (called a mixer) for a Maytag Model 92 hit and miss engine that powered wringer washers in the 1920's-1945. Those engines have received lots of attention in the past 10 years as well as the washers themselves.

I figured it was a small engine carburetor (the tube with the strainer the bottom is a dead giveaway) but didn't know the application.
