Interesting that those specs list it as "rocker arm" ratio. Since a "mean" (average) value is specified, the ratio must vary somewhat through the lift range.

It would Jack. As the lobe comes around the contact point on the "rocker" would be "sliding", changing the contact point and therefore the ratio.
