Default shock replacement

I'm changing out the shocks on my 67 lemans. the 2 front and Right rear one came out fine. However the drivers side is being a pain. I can't seem to get any type of tool on the farthest rear upper bolt and nut. I believe the fuel/brake line my be in the way but I can't see up in there and around everything to figure out how to move it or even what it really is.
Can anyone advise me on exactly how I'm supposed to remove this one?
